RESOLUTION - Designating the Missouri Department of Transportation to be the recipient of the United States Department of Transportation RAISE 2022 Grant Funds.

WHEREAS, the City of Kansas City was the lead applicant for a United States Department of Transportation Rebuilding American Infrastructure with Sustainability and Equity ("RAISE") 2022 grant that was approved for funding; and
WHEREAS, the grant application sought funding for a comprehensive study of the US-71 (Bruce R Watkins) Corridor in order to determine safety and mobility issues as well as to set the foundation for a long-term solution for the surrounding neighborhood and this vital transportation corridor ("Project"); and
WHEREAS, successfully achieving and maintaining state and federal regulatory compliance requires significant and time-consuming attention, coordination, research and representation, which has significant staff costs and impacts; and
WHEREAS, this Project has significant impacts on the state highway systems that need close coordination and cooperation from the Missouri Department of Transportation ("MoDOT"); and
WHEREAS, MoDOT has agreed to administer the grant if it is designated as the recipient of the RAISE grant funds; and
WHEREAS, MoDOT will administer the grant of behalf of the City and assist the City in achieving compliance with all state and federal regulatory requirements; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Council does hereby designate the Missouri Department of Transportation as the recipient of the RAISE 2022 grant funds and administrator of the grant on behalf of the City.
