Estimating revenue in the amount of $300,000.00 in the Capital Improvement Fund; appropriating that amount to the U.S. 169 "Buck" O'Neil Bridge over the Missouri River Reuse Study Project; authorizing the City Manager to enter into a Cost Apportionment Cooperative Agreement with Clay and Jackson Counties; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, Resolution No. 170265 directed the City Manager to engage with regional partners to develop and recommend a regional funding strategy to build a new U.S. 169/Buck O'Neil Bridge ("Bridge"); and
WHEREAS, Committee Substitute for Ordinance No. 200222 authorized the City Manager to enter into a Cost Apportionment Agreement with the State of Missouri for a new bridge which is currently under construction; and
WHEREAS, the Missouri General Assembly in the FY22 state capital improvements budget through HB 19 appropriated $300,000.00 for a feasibility study on conversion of the current Buck O'Neil vehicle bridge into a pedestrian and bikeway path; and
WHEREAS, the study will answer two specific questions, the first one being if repurposing the existing Bridge is allowable from a regulatory and navigation standpoint which requires coordination with the U.S. Army Corps of Engineers, the United States Coast Guard, and the Burlington Northern and Santa Fe (BNSF) and Union Pacific (UP) railroads prior to the Missouri Department of Transportation (MoDOT) being able to transfer ownership of the existing bridge and the second question being what the separate line item costs of rehabilitation and maintenance for conversion will be; and
WHEREAS, MoDOT is currently building the new bridge to replace the existing "Buck" O'Neil Bridge and the existing bridge is currently scheduled to be demolished starting in 2023 as a part of the Buck O'Neil Bridge Design-Build pro...
