RESOLUTION - Establishing the City’s priorities regarding the use of proceeds received from certain national opioid litigation settlements; and directing the City Manager to develop a plan of program implementation and fund utilization that is consistent with the national settlement’s approved uses and the Council’s established priorities.

WHEREAS, the people of the City of Kansas City (City) have been harmed by a national and state-wide opioid epidemic caused, in part, by fraudulent marketing and licit and illicit opioid use and distribution throughout the City and the State of Missouri; and

 

WHEREAS, the City desires to abate and alleviate the impacts of the opioid epidemic in the City; and

 

WHEREAS, the City will receive certain proceeds from national settlement agreements, estimated to be approximately $15 million, which will be allocated over a period of years; and

 

WHEREAS, the approved uses of these funds include:

 

A.                     Treatment of opioid use disorder and any co-occurring substance use disorders or mental health conditions

 

B.                     Related supports for people in treatment and recovery

 

C.                     Providing connections to care for people who have, or are at risk of developing, opioid use disorder

 

D.                     Addressing the needs of criminal-justice-involved persons impacted by opioid use disorder

 

E.                     Addressing the needs of pregnant or parenting women with opioid use disorder, including babies with neonatal abstinence syndrome

 

F.                     Ensuring appropriate prescribing and dispensing methods for opioids

 

G.                     Preventing misuse of opioids via public education and outreach

 

H.                     Preventing overdose deaths by increasing availability and distribution of naloxone

 

I.                     Current or future law enforcement expenditures relating to the opioid epidemic

 

J.                     Leadership, planning, and coordination to abate the opioid epidemic

 

K.                     Training & research to support opioid abatement; and

 

WHEREAS, it is critical that the City develop a plan of implementation for the use of the settlement proceeds consistent with approved uses outlined in the national settlements and reflective of the Council’s priorities; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

                     Section 1.  That the City Council hereby establishes the following priorities for the use of proceeds received from certain national opioid litigation settlements:

 

                     Increasing behavioral health services and outreach to intervene, treat, and prevent misuse and related overdose deaths

                     Reducing incarceration caused by opioid use disorder via pre- or post-arrest diversion programs, treatment and recovery services for people who are incarcerated, and discharge support post-incarceration

                     Expanding housing access for people with opioid use disorder

                     Providing mental health programming for young people who may be at risk of misusing opioids

 

Section 2.  That the City Manager is directed to develop a plan of program implementation to utilize the funds received from certain national opioid litigation settlements consistent with the Council’s priorities.

 

Section 3. That the City Manager is directed to report back to Council within 120 days.
