RESOLUTION - Directing the City Manager to develop a comprehensive plan to resurface deteriorating alleyways including certain criterion; directing the City Manager to develop and present a plan to include improved alleyways in the comprehensive snow removal plan; directing the City Manager to report back to Council with both plans within 90 days; and directing the City Manager to estimate the additional costs necessary to enact the plans and prepare an Ordinance appropriating such funds within 90 days.

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the City Manager is hereby directed to develop a comprehensive plan to resurface deteriorating alleyways, to include, but not be limited to, the following:

a. Specific, timely goals in which the City anticipates resurfacing an alleyway after it is reported;
b. A review and recommendations, if any, of the Street Preservation Program, to determine whether adjustments need to be made in its evaluation criteria to address the deteriorating of alleyways;
c. Development of a communication plan to provide better engagement with the public on the process for reporting alleyway deterioration, the City's response to resurfacing alleyways, and other relevant information; and
d. The investigation of technology that would provide better tracking and reporting of alleyway deterioration by the public and City employees.

Section 2. That the City Manager is hereby directed to develop and present a plan to include improved alleyways in the comprehensive snow removal plan.

Section 3. That the City Manager is hereby directed to report back to Council with both plans as described in Sections 1 and 2 within 90 days of the passage this Resolution.
