RESOLUTION - Directing the City Manager to research and recommend a plan to fund and implement a cognitive behavioral therapy crime prevention program and directing the City Manager to report back to Council within 30 days.

WHEREAS, in 2023, Kansas City experienced a record number of homicides; and

WHEREAS, the Kansas City Police Department and the Jackson County Prosecutor's Office are developing a new focused deterrence program to prevent and deter violent crime in the community; and

WHEREAS, focused deterrence and social networking analysis has proven to be an effective method in deterring violent crime and identifying high-risk and at-risk offenders and victims; and

WHEREAS, cognitive behavioral therapy is an integral component of successful focused deterrence programs in other cities; and

WHEREAS, this program would serve those identified by the focused deterrence program; and

WHEREAS, the City Council desires to collaborate with other community partners in addressing violent crime and supporting a focused deterrence program; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the City Manager is hereby directed to research and recommend a plan to fund and implement a cognitive behavioral therapy crime prevention program to serve individuals identified by the focused deterrence social networking analysis and to report back to Council within 30 days.
