Authorizing an agreement not to exceed $66,728,590.00 with the Kansas City Area Transportation Authority to provide fixed route, paratransit and on-demand transit services and certain specialized services for the City of Kansas City, Missouri between May 1, 2023 and April 30, 2024.

WHEREAS, on March 10, 2022 the City Council passed Committee Substitute Ordinance No. 220215, authorizing the City Manager to enter into a Cooperative Agreement with KCATA for the funding, design, construction, and implementation of certain transportation infrastructure improvements; and

 

WHEREAS, the Cooperative Agreement stated that $22.5 million would be provided for City Led Transit and Transportation Infrastructure in two installments, one for $11.25 million during City fiscal year 2022/23 and one installment for $11.25 million during City fiscal year 2023/24; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1.  That the Director of Public Works is hereby authorized to enter into an agreement with the Kansas City Area Transportation Authority to provide funding for fixed route, paratransit and on-demand transit services for residents of Kansas City, Missouri, for a period of one year beginning May 1, 2023 through April 30, 2024. A copy of the agreement is on file in the office of the Director of Transportation, Department of Public Works.

 

Section 2. That the Director of Transportation is hereby authorized to expend an amount not to exceed $66,728,590.00 from funds to be appropriated to the following accounts in the 2023-2024 Budget, subject to budget approval:

 

24-2080-892200-B                                          Transportation Infrastructure Improvements                                $11,250,000.00

24-2080-692000-F                                          Public Mass Transportation/KCATA Operations       18,333,942.00

24-2290-692000-F                                          KCATA Sales Tax/KCATA Operations                                  37,144,648.00

Section 3. The City and KCATA will both continue to develop and implement a Zero Fare Program. This program will be jointly funded by the City, KCATA, federal funding, contributions from community partners, or other potential local, state or federal sources.

 

Section 4. Public Works and KCATA staff will continue to work collaboratively to advance and implement FY23-24 transit priorities and current transit-supportive policies, projects and programs.
