WHEREAS, the City Council of Kansas City, Missouri has recently taken action to address the City's solid waste needs and reduce the need for and impact of landfills, including but not limited to Ordinance 220383 (appropriating additional funding for recycling, bulky item and composting programs), Ordinance 220937 (Citywide Business Plan, which contemplates strategies for addressing City needs with respect to solid waste, recycling and pollution generally), and Ordinance 220226 (updating the Air Quality Ordinance); and

WHEREAS, recent news reports suggest that a developer may be considering applying to the City of Kansas City, Missouri to locate a landfill in the southeastern portion of the City; and

WHEREAS, no application for such development has been made to the City of Kansas City to date, but the Cities of Raymore, Belton, Grandview and Lee's Summit have all passed resolutions objecting to such development; and

WHEREAS, the location of a landfill at the reported site would have long-term impacts on surrounding areas and municipalities; and

WHEREAS, the City Council desires that the City Manager undertake an evaluation of the City's needs with respect to landfills and transfer stations as well as provide alternative potential solutions and wishes to express its oppositi...
