WHEREAS, City Hall is a facility accessible to members of the public and all City employees and elected officials; and

WHEREAS, violent incidents have occurred at local government offices in Missouri and nationwide in which city guests, city staff, elected officials including councilmembers and mayors, and peace officers have been injured or killed; and

WHEREAS, state law permits the prohibition of the carrying of firearms and other weapons into City buildings; and

WHEREAS, under the discretion provided by state law, the City has implemented a policy prohibiting the carrying of firearms and other weapons into City buildings; and

WHEREAS, the City has implemented security screenings to assist in enforcing the weapons prohibition in City Hall; and

WHEREAS, the City endeavors to provide a safe environment for all within City Hall; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. All persons entering City Hall, including City staff and City, State, and Federal elected officials, must pass through security screening, as directed by the Director of General Services or the Director's Designee. All items a person may carry are subject to inspection by City Hall security and security may deny access to City Hall to any person with any firearm or other weapon. Persons refusing to submit to security screening shall be denied access to City Hall.

Section 2. Only emergency responders acting in response to a public safety incident or pursuant to a necessary inspection or entry to preserve the health and safety of building occupants or uniformed peace officers and plain-clothed peace officers with approved identification entering for a purpose pursuant to law enforcement duties may enter without security screening and shall be exempt from Section 1.
