Authorizing the Director of General Services to submit the Jackson County Sheriff Deputy Off-Duty Employment Request to the Jackson County Sheriff’s Office to provide security services; estimating interest income from the American Rescue Plan and appropriating same to RebuildKC and for security services at Westport and the Plaza; designating requisitioning authorities; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, safety and security of visitors to the City’s entertainment districts including 18th & Vine, Country Club Plaza, and Westport is important to the continued viability of these districts; and

 

                      WHEREAS, the Jackson County Sheriff’s Office has agreed to provide off duty officers to provide security services pursuant to the Jackson County Sheriff’s Office Off-Duty Guidelines; and

 

                      WHEREAS, funding originally provided to KCPD for 18th & Vine security in the amount of $522,000.00 in the FY2022-23 Adopted Budget has been transferred to the General Services Department, Security Services Division for provision of security services for 18th & Vine; and

 

                     WHEREAS, the City has earned interest on the balance of the American Rescue Plan Fund and the American Rescue Plan Act legislation allows for the use of interest earned to be used without restriction for any provision of government services which allows for the transfer of said funds to the General Fund in the amount of $232,000.00 and for an additional allocation to RebuildKC in the amount of $518,743.26; and

 

                     WHEREAS, the City desires to fund security services at the Plaza and Westport in the amount of $232,000.00 to provide increased presence in these areas; NOW THEREFORE;

 

                     BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1.  That the Director of General Services is authorized submit the Jackson County Sheriff Deputy Off-Duty Employment Request to the Jackson County Sheriff’s Office and agree to Jackson County Sheriff’s Office Off-Duty Guidelines to provide security services to 18th and Vine, Westport and the Plaza.  A copy of the Jackson County Sheriff Deputy Off-Duty Employment Request and Jackson County Sheriff’s Office Off-Duty Guidelines are available in office of the Director of General Services. 

 

Section 2.  That the Director of General Services is authorized to spend $522,000.00 from funds previously appropriated in Account No. 1000-071715-B to provide security services to 18th and Vine.

 

Section 3.  Estimating revenue in the amount of $750,743.26 in the following account of the American Rescue Plan Fund:

Section 4.  That the sum of $750,743.26 is hereby appropriated to the following account in the American Rescue Plan Fund:

Section 5.  Estimating revenue in the amount of $232,000.00 in the following account of the General Fund:

Section 6.  That the sum of $232,000.00 is appropriated in the General Fund to the following account: 

1000-071740-B                                          Plaza and Westport Security                                                               $232,000.00

 

Section 7.  That the Director of General Services is designated as requisitioning authority for Account No. 1000-071740-B, the Director of Neighborhoods & Community Services is designated as requisitioning authority for Account No. 2585-575003-B, and the Director of Finance is designated as requisitioning authority for Account No. 1000-129998-X. 

 

Section 8.    That this ordinance is recognized as having an accelerated effective date within the provisions of Section 503 of the City Charter in that it appropriates money and provides the expenses of City government and shall take effect in accordance with that section.
