Directing the City Manager to issue a Request for Proposals (RFP) for a consultant assessment of vacant or under-utilized properties in Kansas City, Missouri that can be converted to housing for low-income and houseless persons through acquisition or other means and that will include wraparound services managed by entities other than the City.

WHEREAS, the lack of affordable housing is a nationwide concern that affects the daily lives of citizens, including those in Kanas City, Missouri; and

WHEREAS, the lack of affordable housing contributes to numerous societal ills, including poverty and homelessness, that have a dramatic effect on those individuals, as well as to the society as a whole; and

WHEREAS, although the City addresses affordable housing through numerous programs including those using federal funds, extra steps taken to increase the number of affordable units are important to battle an ongoing issue; and

WHEREAS, the COVID-19 pandemic and its related economic impacts has exacerbated an existing problem of housing affordability; and
WHEREAS, the City Council has previously requested a plan from the City Manager to develop the construction or rehabilitation of affordable housing units within the city, looking at all funding sources and a potential plan to fund the Housing Trust Fund and this consultant RFP will assist in that process; and

WHEREAS, the Council seeks a consultant to assess the number of vacant or under-utilized properties, whether City-owned or private, that could be converted to housing for low-income and homeless residents of Kansas City, such as hotels, apartment buildings, schools, and healthcare facilities; NOW, THEREFORE,
