WHEREAS, the Health Commission's 2022-2027 Kansas City Community Health Improvement Plan ("KC-CHIP") was endorsed and supported by Council via Resolution No. 210443; and

WHEREAS, the KC-CHIP recommended the City institute a Health in All Policies framework, which is a collaborative approach that integrates and articulates health considerations into policymaking across sectors to improve the health of all communities and people; and

WHEREAS, the broad goal of achieving better health has resulted in a call to action across the country that encompasses everything from promoting healthy behaviors to creating environments that make it easier to improve all aspects of health including addressing health disparities and systemic racism; and

WHEREAS, the Health Department and the City have engaged in LifeX discussions and strategies geared to increase the quality of life and address health disparities and racial inequities in life expectancy between zip codes; and

WHEREAS, the disparity in life expectancy between individuals living in zip codes 64113 (93% white) and 64128 (86% black) is 18.2 years as individuals living in 64113 have 86.3 years of life expected and individuals living in 64128 have 68.1 years of life expected; NOW, THEREFORE

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the City Manager, in collaboration with the Director of Health and the Health Commission Co-Chairs, is directed to develop a plan to establish and implement a Health in All Policies framework that will require clear mandates for review of budget and ordinance submissions by departments, intersectoral collaboration, accountability and transparency, stakeholder participation, and practical tools...
