Estimating and appropriating revenue in the amount of $900,000.00 in the Capital Improvements Fund for the Northeast 104th Street Improvements - North Willow Avenue to North Church Road project; authorizing the Director of Public Works to execute a cooperative agreement with the City of Liberty, Missouri in the amount of $2,371,322.00 for related transportation improvements; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, Committee Substitute for Ordinance No. 120042 authorized the City to enter into a Settlement Agreement with Clay County to fund road and bridge projects at a specified rate from 2013 through 2026; and

WHEREAS, under the Settlement Agreement, Clay County remits annual road and bridge funding totaling $900,000 through 2026, and these revenues provide support for transportation improvements within Kansas City, including the Northeast 104th Street Improvements project; and

WHEREAS, Kansas City and the City of Liberty, Missouri, desire to jointly construct roadway, sidewalk, trail, and related transportation improvements along Northeast 104th Street-from approximately 780 feet east of North Willow Avenue to North Church Road-which lies within both municipalities and for which the parties intend to cooperatively share responsibilities and project costs; and

WHEREAS, the total estimated cost of the project is $5,358,920.00, to be prorated between the parties based on the length of the project located within each municipality; and

WHEREAS, under the cooperative agreement with the City of Liberty, Missouri authorized for execution by this ordinance, Kansas City's share of project costs is $2,371,322.00, and Liberty's share is $2,987,598.00; NOW, THEREFORE
