RESOLUTION - Authorizing the City Manager to file an application with the Clean Water State Revolving Loan Fund Program (SRF) administered by the Missouri Department of Natural Resources for financial assistance under the Missouri Clean Water Law (Chapter 644, RSMo.) of the Water Services Department's project Sewer Separation and Green Infrastructure: 63rd Street and Daniel Morgan Boone Park (Diversion Structure 62), MoDOT Right-of-Way (Diversion Structure 56), and Dunn Park (Project).

WHEREAS, on September 27, 2010, a federal judge signed the Consent Decree requiring Kansas City to reduce the volume of wet weather sewer overflows into local creeks, streams, and rivers with material amendments to that decree in 2015 and 2021; and
WHEREAS, the Consent Decree includes the capture of 85% of Typical Year wet weather flow in the Town Fork Creek watershed by 2040; and
WHEREAS, on August 5, 2022, the City Council passed Ordinance No. 220678 authorizing the City Manager to execute a Design Professional Services Contract with Black and Veatch Corporation in the amount of $3,150,000.00, which is related to the Project; and
WHEREAS, on May 8, 2025, the City Council approved Ordinance No. 250374 which authorized the City Manager to execute Contract No. 1761 with Black and Veatch Corporation in the amount of $6,500,000.00 for Sewer Separation & Green Infrastructure: Diversion Structures 56, 58. 62, and 113, which is related to the Project; and
WHEREAS, the Project is eligible for SRF financing and grant programs, including Affordability, Emerging Contaminants, Green Project Reserve Fund, and Portfolio Lending; and
WHEREAS, the Project will be executed in packages based on work associated with each Diversion Structure, which requires significant coordination with Public Works and Missouri Department of Transportation, and, as such, is eligible for SRF's Portfolio Le...
