RESOLUTION - Directing the City Manager to execute a petition to add City owned-property to the Vine Street Community Improvement District.

WHEREAS, on August 26, 2021, City Council passed Ordinance No. 210733, which established the Vine Street Community Improvement District (the "District"); and

WHEREAS, the District desires to add certain real property to the District, including City-owned property, pursuant to RSMo., Section 67.1441.2, which requires a petition signed by the requisite property owners; and

WHEREAS, the City-owned properties to be added include 1619 E. 17th Terrace, 1512 E. 18th Street (currently leased by Soiree), 1615 E. 18th Street (currently leased by the Gem Theater), 1616 E. 18th Street, 1700 E. 18th Street (currently leased by KC Jukehouse) and 1708 E. 18th Street (currently leased by The Directors Cut); and

WHEREAS, in addition to the City-owned properties, the District also seeks to add 2000 Vine; and

WHEREAS, the addition of property will provide the District additional revenue to put toward increased public safety, parking, walkability and connectivity; and

WHEREAS, the City spent approximately $105,675.00 in fiscal year 2023 and $79,269.50 in fiscal year 2024 (year-to-date) to provide additional security in the 18th and Vine area; and

WHEREAS, the City estimates the proposed District expansion will generate approximately $11,700.00 in additional District annual sales tax revenue from the City-owned properties; and

WHEREAS, if a proper petition to add the property is filed, City Council will consider whether to approve such addition; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the City Manager is hereby directed, on behalf of the City, to execute a petition to add City-owned property to ...
