Directing the City Manager to develop a long-term solution to housing City inmates and KCPD detainees that includes but not limited to discussions with Jackson County to examine the feasibility to partner with the County to provide effective rehabilitation and detention services in Jackson County New Detention Center Campus; directing the City Manager to report to Council by April 30, 2022.

WHEREAS, the City has contracts with Johnson County, Missouri and Vernon County, Missouri to provide detention services; and
WHEREAS, the City has inadequate opportunities for rehabilitation and detention services including substance abuse treatment, mental health and public safety; and
WHERAS, the purpose of a City rehabilitation and detention center is to deter and prevent future harm; and
WHEREAS, the purpose of a City rehabilitation and detention center is also to provide comprehensive programming that aids in breaking the cycle of addiction and poverty; and
WHEREAS, the City needs to have a long-term solution to provide opportunities for rehabilitation and detention services including substance abuse treatment, mental health and public safety; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That the City Manager is directed to develop a long-term solution to housing City inmates and KCPD detainees that includes but not limited to discussions with Jackson County to examine the feasibility to partner with the County to provide effective rehabilitations and detention services at the Jackson County New Detention Center; and the City Manager is directed to report to the Council by April 30, 2022.
