Waiving the residency requirement of Section 2-1656 “Residency requirement for certain employees of entities receiving twenty-five percent or more of their annual funding from the city” for the appointment of Frank White III as interim Chief Executive Officer of the Kansas City Area Transportation Authority.

WHEREAS, Section 2-1656 of the Code of Ordinances requires that any quasi-governmental agency which receives twenty-five percent or more of its annual funding from the City appoint or hire Kansas City residents to its director level position(s); and
WHEREAS, the Kansas City Area Transportation Authority is a quasi-governmental agency which receives more than twenty-five percent of its annual funding from the City and is therefore subject to the requirements of Section 2-1656; and
WHEREAS, the KCATA recently appointed Frank White III as its interim CEO; and
WHEREAS, Mr. White does not currently reside in Kansas City, Missouri; and
WHEREAS, the provisions of Section 2-1656 may be waived by the Council; and
WHEREAS, the Council intends that this waiver be limited to the appointment of Mr. White; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the residency requirements of Section 2-1656 of the Code of Ordinances is hereby waived for the appointment of Frank White III as interim CEO of the Kansas City Area Transportation Authority.
