RESOLUTION - Recognizing the cultural and artistic significance of lowriding.

WHEREAS lowriding is a vibrant cultural practice characterized by unique car modifications, intricate artistic expressions, and community-driven car clubs and events that foster family, friendship, and shared heritage; and

WHEREAS, lowriding began as a powerful form of cultural expression and pride, allowing Mexican-Americans to assert their identity in contrast to the prevailing mainstream American culture; and

WHEREAS, lowriders are custom-built vehicles featuring lowered suspension, elaborate paint jobs, custom murals, pinstriping, hydraulic systems, and unique interior designs, transforming cars into rolling works of art that showcase creativity and craftsmanship; and

WHEREAS lowrider car clubs serve as vital social institutions that foster belonging, knowledge-sharing, and participation in community events, while upholding values of pride, family, and cultural heritage; and

WHEREAS cruising "low and slow," alongside community events and car shows, remains a central and celebrated aspect of lowrider culture; and

WHEREAS we recognize and honor the contributions of the pioneers who introduced
lowriding to Kansas City: Blas Ledesma, Jose "Pepe" Pena, the late Lupe Marquez, the late Mathew Reyes, the late Efrain "Preacher" Gonzalez, the late Jamie Shelley, Martin Rodriguez, Vargas Shop, Lona & Sons and Hopper legend Dan Gouger; and

WHEREAS through decades of institutional discrimination, Mexican-American communities have continuously used lowriding as a means of cultural and artistic expression, contributing significantly to the broader tapestry of American culture; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the Mayor and Council hereby recognize and honors lowriding as an important cultural, artistic, and community tradition that ...
