RESOLUTION - Authorizing the City Manager to enter into an intergovernmental agreement with Jackson County, Missouri and the Housing Authority of Kansas City, Missouri and to commence discussions regarding the potential purchase and conversion of a hotel into single room occupancy units for those who are experiencing houselessness.

WHEREAS, Ordinance No. 210629 directed the City Manager to issue a Request for Proposals ("RFP") for vacant or under-utilized properties in Kansas City, Missouri that can be converted to housing for low-income houseless persons through acquisition or other means, that will provide necessary wrap around services and support and that will be managed and maintained by an entity wholly separate from the City; and
WHEREAS, on or about August 2, 2021, the City issued the RFP and received a proposal to convert a hotel located in Kansas City, Missouri from a hospitality venue to single room occupancy for those who are experiencing houselessness; and
WHEREAS, the City is interested in commencing discussions with the proposer regarding the hotel's conversion in order to ascertain cost, funding sources, timeline and other factors to determine the viability of the proposed project; and
WHEREAS, Jackson County, Missouri and the Housing Authority of Kansas City, Missouri desire to partner with the City in this venture; and
WHEREAS, Jackson County, Missouri and the City will partner to purchase and convert the hotel and the Housing Authority of Kansas City, Missouri will provide property management services; and
WHEREAS, the three entities will enter into an intergovernmental agreement to further define the roles and responsibilities of each party; and
WHEREAS, community partners such as the Greater Kansas City Coalition to End Homelessness will also play a significant role in the project and will provide expertise in homelessness,...
