RESOLUTION - Directing the City Manager to review the 21st Century ROAD to Housing Act and existing City housing and development policies and to identify and implement appropriate policy and administrative changes and recommend additional legislative changes to the City Council within 120 days.

WHEREAS, Kansas City continues to experience a need for additional quality and affordable housing and recognizes the importance of increasing housing supply and reducing barriers to housing development; and

WHEREAS, the United States Congress has adopted the 21st Century ROAD to Housing Act to address housing supply, affordability, and barriers to housing development in communities across the country; and

WHEREAS, the City Council recognizes the importance of evaluating local policies and practices to identify opportunities to increase housing production, improve affordability, and ensure Kansas City is positioned to benefit from federal housing initiatives; and

WHEREAS, the City Council finds that a coordinated review of the 21st Century ROAD to Housing Act and existing City policies, codes, regulations, and administrative practices can identify opportunities to further the City's housing goals; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the City Manager is directed to review the 21st Century ROAD to Housing Act and relevant existing City policies, codes, regulations, programs, and administrative practices related to housing and development and identify opportunities to appropriately align City policies and practices with the provisions and policy objectives of the 21st Century ROAD to Housing Act, including opportunities to increase housing supply and affordability, reduce unnecessary barriers to housing development, and position the City to benefit from applicable federal programs and resources.
