Authorizing the City Manager to execute a $125,000.00 contract with Evenergy, LLC to provide race management; appropriating $125,000.00 from the Unappropriated Fund Balance of the General Fund; transferring $125,000.00 from the General Fund to the Convention and Tourism Fund for race management support; and designating requisitioning authority.

WHEREAS, the American Rescue Plan Act, which was signed into law by the President of the United States on March 11, 2021, provides for a State and Local Coronavirus Relief Fund that appropriates $325 billion to states and units of local government to cover costs related to, and address the negative economic impacts associated with, the COVID-19 pandemic; and
WHEREAS, the Kansas City's stimulus spending plan, "RecoverKC", was finalized and adopted by the City Council on May 27, 2021, to establish the costs, uses, and programming for which the City's stimulus funds are purposed, and the RecoverKC plan provided much needed financial relief to the City; and
WHEREAS, Evenergy, LLC provides race management support for races across Kansas City, Missouri. The Adopted FY 2021-22 Budget eliminated race management given the limitation of events due to the COVID-19 pandemic and necessary cost reductions. Given the removal of certain COVID-19 restrictions, outdoor events and races are now being scheduled; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Manager is authorized to execute a $125,000.00 contract with Evenergy, LLC for outdoor events and race management support.

Section 2. That the sum of $125,000.00 is hereby appropriated from the Unappropriated Fund Balance of the General Fund to the following accounts:

22-1000-129998-X-902360 Transfer to the Convention and Tourism Fund $125,000.00

Section 3. That the revenue in the following account of the Convention and Tourism Fund is hereby estimated...
