WHEREAS, the City sought to provide non-profit operating and capacity building assistance, as well as supportive housing services, including homeless prevention and housing counseling, capacity building, eligible operating costs, and administration; and

WHEREAS, on April 30, 2024, the City, through the General Services Department, and Procurement Services Division on behalf of the Housing and Community Development Department, requested proposals to provide a non-congregate, low-barrier shelter facility to assist unsheltered families and individuals within our community for qualified populations associated with the HOME ARP Allocation Plan as approved by the Department of Housing and Urban Development (HUD); and

WHEREAS, on July 22, 2024, the evaluation committee recommended the proposal of Hope Faith Ministries, Inc., dba Hope Faith-Homeless Assistance Campus and Care Beyond The Boulevard pursuant to an RFP; and
