Honoring Theresa Otto for her 26 years of dedicated service on the Board of Zoning Adjustment for the City of Kansas City, Missouri.

WHEREAS, Theresa Otto was appointed to the Board of Zoning Adjustment (or BZA) in 1996 by Congressman Emanuel Cleaver, during his tenure as Mayor of Kansas City; and
WHEREAS, Ms. Otto was soon made Chairwoman of the BZA, and served the City in that role for 25 years, during the administrations of five Mayors; and
WHEREAS, during those 25 years, Ms. Otto led BZA meetings as a fair and impartial decisionmaker, maintaining order while at the same time ensuring that all who appeared before the BZA were given an opportunity to be heard; and
WHEREAS, she asked the question "What do your neighbors think?" more than any other during her role as Chair, in an effort to dispend consistent, fair and just decisions through harmony and open communication; and
WHEREAS, she worked alongside many professionals both staff and board members leaving our city better than when she started; and
WHEREAS, she will be truly missed as a strong leader for the board; and
WHEREAS, April 12, 2022, marked Ms. Otto's last day as a member of the BZA; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KANSAS CITY:
That the Mayor and Council hereby extend to Ms. Theresa Otto, on the occasion of her resignation from the Board of Zoning Adjustment, the heartiest best wishes for her future, together with appreciation for her 26 years of dedicated service to the citizens of Kansas City; and
BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be presented to Theresa Otto in token of the Mayor and Council's respect and high regard, and their best wishes for continued success as a lawyer, businesswoman and resident of Kansas City.
