RESOLUTION - Directing the City Manager to enter contract negotiations with United Way of Greater Kansas City for administration of an expanded Fountain Card program, a reloadable prepaid debit card and municipal identity platform, and authorization for the United Way to convene the necessary partner organizations to implement the program; and directing the City Manager to report back to Council within ninety days.

WHEREAS, United Way of Greater Kansas City has offered to serve as administrator for the Fountain Card program to direct card value to eligible residents for services; and
WHEREAS, an expanded Fountain Card platform also presents an opportunity to advance related City priorities, including a municipal identity credential and a unified payment interface for City services; and
WHEREAS, the Council finds it in the public interest to direct the City Manager to negotiate a contract with United Way of Greater Kansas City for administration of the program, and to authorize United Way to convene the partner organizations necessary to implement it; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Manager is directed to enter negotiations for a contract with United Way of Greater Kansas City for administration of the Fountain Card program, including authority for United Way to convene and coordinate with the partner organizations necessary for program implementation.
Section 2. That the contract shall contemplate coordination with City partner organizations and City departments accepting resident payments and fees, a depository institution to hold unspent card funds, a card issuer and software platform to provide the prepaid debit card product and associated financial services interface, and such community service providers as United Way determines necessary to deliver program benefits to...
