Designating certain neighborhoods and properties as Housing Accelerator Target Areas pursuant to Section 2-1694.2, Code of Ordinances.

WHEREAS, the Council is establishing the Housing Accelerator Fund to support the rehabilitation and return to productive use of abandoned, nuisance, and distressed residential properties in disinvested neighborhoods; and
WHEREAS, Section 2-1694.2, Code of Ordinances, will authorize the Council to designate areas as Housing Accelerator Target Areas; and
WHEREAS, the Council finds that the neighborhoods and properties designated by this ordinance exhibit vacancy, abandonment, dangerous structures, tax delinquency, disinvestment, or other indicators of blight warranting prioritized investment through the Housing Accelerator Fund; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That, pursuant to Section 2-1694.2, Code of Ordinances, each parcel containing a residential property that meets either of the following criteria is designated as a Housing Accelerator Target Area:
(a) the property is included on the City's dangerous buildings list; or
(b) the property is owned by the Kansas City, Missouri Homesteading Authority or the Land Bank of Kansas City, Missouri and otherwise satisfies the eligibility requirements of Section 2-1694.4, Code of Ordinances.
Section 2. That, pursuant to Section 2-1694.2, Code of Ordinances, the following neighborhoods are designated as Housing Accelerator Target Areas:
(a) Washington Wheatley;
(b) Town Fork Creek;
(c) South Roundtop;
(d) Key Coalition; and
(e) Blue Valley.
The boundaries of the designated neighborhoods shall be the official neighborhood boundaries maintained by the City.
Section 3. Designation under this ordinance does not, by itself, establish eligibility for an award from the Housing Accelerator Fund. Each property and proposed project must satisfy all other applicable requirements of Section 2-1694, Code of Ordinances.
