Authorizing the City Manager to reduce appropriations in the Capital Improvements Fund in the amount of $517,846.00; appropriating $517,846.00 from the Unappropriated Fund Balance of the Capital Improvements Fund; designating requisitioning authority; authorizing the City Manager to execute any necessary agreements to comply with the intent of this ordinance; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the Holy Ghost New Testament Church at 1815 Paseo, Kansas City, Missouri (the "Church") is located within the 18th and Vine District carries a great deal of historic cultural significance; and
WHEREAS, in recent years, the Church has fallen into disrepair and needs substantial restoration work; and
WHEREAS, in order to preserve this historic and cultural asset and eliminate blighting influences on the surrounding area, the City acquired the Church pursuant to Ordinance No. 260031; and
WHEREAS, the City completed Phase I environmental site assessment, recommending asbestos and hazardous waste abatement and a Phase II environmental site assessment, valued at approximately $40,000.00; and
WHEREAS, the City would like to proceed with next steps on the Holy Ghost New Testament Church, which includes developing pricing for structural stabilization; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the appropriations in the following accounts of the Capital Improvements Fund, No. 3090, are hereby reduced by the following amount:
26-3090-646301-B-64017110 18th Vine Historical District $ 50,000.00
26-3090-648043-B-64017101 18th and Vine Phase 1-3 67,846.00
26-3090-648304-B-64017100 18th and Vine Phase 1 200,000.00
26-3090-648304-B-64BUDGET Budget Integration Account 200,000.00
TOTAL $517,846.00
Section 2. That the sum of $517,846.00 is hereby appropriated from the Unappropriated Fund Balance of the Capital Improvements Fund, No. 3090, to the following account:
26-3090-648043-B-64026003 1815 Paseo Stabilization $517,846.00
Section 3. That the Director of City Planning is designated as the requisitioning authority for Account No. 26-3090-648043-B-64026003.
Section 4. That the City Manager, or their designee, is authorized to execute all such other documents, certificates and instruments as may be necessary to carry out and comply with the intent of this ordinance and comply with and perform the duties of the City with respect to this Ordinance.
Section 5. That this Ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503 (a)(3)(C) of the City Charter in that it appropriates money and shall take effect in accordance with that section.
