Authorizing the City Manager to enter into a pre-development agreement with Grayson & Vine Holdings, LLC or an affiliated entity for the immediate stabilization and future redevelopment of the property located at 1815 Paseo, Kansas City, Missouri 64108; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the Holy Ghost New Testament Church at 1815 Paseo, Kansas City, Missouri (the “Church”) is located within the 18th and Vine District carries a great deal of historic cultural significance; and
WHEREAS, in recent years, the Church has fallen into disrepair and needs substantial restoration work; and
WHEREAS, in order to preserve this historic and cultural asset and eliminate blighting influences on the surrounding area, the City acquired the Church from the Holy Ghost New Testament Church on February 9, 2026; and
WHEREAS, the City issued a Request for Qualifications for roof stabilization and structure preservation for the redevelopment of the Church on June 12, 2026; and
WHEREAS, the City received one submission from Grayson & Vine Holdings, LLC, an entity affiliated Grayson Capital, LLC (the “Developer”); and
WHEREAS, Ordinance No. 260628 authorized the City Manager to negotiate agreements for the stabilization and redevelopment of the Church with the Developer; and
WHEREAS, the City and Developer are still working to determine the structure of the transaction for the long-term redevelopment of the Church; and
WHEREAS, the City and Developer now seek to enter into a pre-development agreement, granting the Developer a license to access the Church to secure the structure and perform stabilization activities; and
WHEREAS, the City previously appropriated $517,846.00 to be used toward the stabilization of the Church in Ordinance No. 260343, which have been transferred to Account No. 3090-078043-611060-07P26033; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Manager is authorized to enter into a predevelopment agreement and related amendments with Grayson & Vine Holdings, LLC or an affiliated entity for the stabilization and redevelopment of the Church located at 1815 Paseo, Kansas City, Missouri 64108, which may include the grant of a license to perform stabilization work, security, and pre-development actions for a term not to exceed two years and a contribution of $517,846.00 from previously appropriated funds.
Section 2. That any agreement for the future redevelopment of the Church shall be approved by City Council.
Section 3. That this ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(D) of the City Charter and shall take effect in accordance with Section 503, City Charter.
