Providing additional funding for the Extreme Weather Program in an amount up to $1,300,000.00 for total funding not to exceed $1,724,617.00; estimating and appropriating $500,000.00 from the Marijuana Sales Tax Fund for the Extreme Weather Program; reducing appropriations in the Contingent Appropriation of the General Fund by $800,000.00; appropriating that amount in the General Fund for the purpose of the Extreme Weather Program; designating requisitioning authority; directing the City Manager to enter into contracts consistent with this ordinance; directing the City Manager to report back to City Council within 30 days with a report on the implementation plan for the Kansas City Extreme Weather Program; and recognizing this ordinance to have an accelerated effective date.

WHEREAS, the City allocated funds for houseless population services over the last three years, in Ordinance Nos. 210432, 210629, 210990, and 220979; and
WHEREAS, the Housing Department will apply additional funds up to $424,617.14 rolled over from last year’s cold weather plan; and
WHEREAS, the Housing Department has a proposed plan with 8 shelter providers and 16 partners to provide Kansas City’s most comprehensive and inclusive cold weather plan; and
WHEREAS, creating capacity for agencies that provide houseless services to ensure greater geographic and demographic coverage, and additional assistive services deployed during extreme weather is an important priority of the Mayor and City Council; and
WHEREAS, the voters of Kansas City approved a question of whether to impose an additional sales tax of three percent (3%) on the retail sale of adult use marijuana and the intention of the use of one-third (1/3) of this revenue is for homelessness prevention efforts; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That revenue in the amount of $500,000.00 is hereby estimated in the Marijuana Sales Tax Fund to the following account from anticipated proceeds of the marijuana sales tax:
24-2190-120000-451130 Marijuana Sales Tax $500,000.00
Section 2. That the sum of $500,000.00 is hereby appropriated from the Unappropriated Fund Balance of the Marijuana Sales Tax Fund to the following account:
24-2190-552037-B Shelter for the Homeless $500,000.00
Section 3. That the appropriation in the following account of the General Fund is reduced by the following amount:
24-1000-179990-B Contingent Appropriation $800,000.00
Section 4. That the sum of $800,000.00 is hereby appropriated to the following account:
24-1000-552037-B Shelter for the Homeless $800,000.00
Section 5. That the Director of Housing or designee is hereby designated as requisitioning authority for Account Nos. 24-1000-552037 and 24-2190-552037.
Section 6. That the City Manager is hereby directed to negotiate and execute contracts consistent with this ordinance and not exceeding amounts previously appropriated for this purpose.
Section 7. That the City Manager is hereby directed to submit reports to the City Council regarding expenditures made pursuant to this ordinance.
Section 8. That the City Manager is hereby directed to report back to Council within thirty (30) days of the effective date of this ordinance with a report on the implementation of the Kansas City Extreme Weather Plan for 2023-2024.
Section 9. That this ordinance relating to the appropriation of money and the expenses of government is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(B) and Section 503(a)(3)(C) of the City Charter and shall take effect in accordance with Section 503, City Charter.
