Approving the designation of Dunford Place to the Kansas City Register of Historic Places (HO Overlay) on an area of about eight acres generally located on the west side of Grandview Road approximately 115 feet south of East 107th Terrace. (CD-CPC-2026-00049)

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section A. That Chapter 88, Code of Ordinances of the City of Kansas City, Missouri, commonly known as the Zoning and Development Code, is hereby amended by enacting a new section to be known as Section 88-20A-1552, rezoning an area of approximately eight acres generally located on the west side of Grandview Road approximately 115 feet south of east 107th Terrace from District R-80 (Residential) to R-80/HO (R-80/Historic Overlay), said section to read as follows:
Section 88-20A-1552, That an area legally described as:
Beginning at a point 436.6 feet South of the Northeast corner of Section 3, Township 47N, Range 33W, measured along the East line of said Section; thence West 695 feet to an iron pin; thence South 556.0 feet to an iron pin; thence East 695 feet to the East line of said Section 3; thence North along said East line of said Section, 556 feet to the point of beginning, less that part taken or used for road purposes.
it is hereby rezoned from District R-80 (Residential) to R-80/HO (R-80/Historic Overlay), all as shown outlined on a map marked Section 88-20A-1552, which is attached hereto and made a part hereof, and which is hereby adopted as a part of an amendment to the zoning maps constituting a part of said chapter and in accordance with Section 88-20 thereof.
Section B. That Dunford Place was built circa 1912. Dunford Place would be eligible under the National Register of Historic Places Criterion B in the areas of POLITICS/GOVERNMENT and SOCIAL HISTORY for its association with Frank Walsh, a prominent Kansas City attorney that advocated for labor unions and served on many local and national commissions.
Section C. That the Historic Preservation Commission recommended approval of the designation of Dunford Place at 10804 Grandview Road to the Kansas City Register of Historic Places (H/O Overlay) on April 3, 2026.
Section D. That the City Plan Commission recommended approval of the inclusion of the property on the Kansas City Register of Historic Places (H/O Overlay) on June 3, 2026.
Section E. That the Council finds and declares that before taking any action on the proposed amendment hereinabove, all public notices and hearings required by the Zoning and Development Code have been given and had.
