Accepting and approving a four-year grant award for $6,419,475.00 from the U.S. Department of Housing and Urban Development that provides funding for the Health Department Lead Safe KC Program to identify and remediate lead paint hazards in homes of low-income families with children; appropriating and estimating revenue in the amount of $6,419,475.00; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, lead poisoning is the number one environmental hazard for children, with known adverse effects that can lead to lifelong health issues, including brain damage, cardiovascular damage, high blood pressure, nerve damage, speech delays, seizures, and even death, particularly in homes built before 1978 where children are exposed to deteriorating lead paint; and
WHEREAS, the Childhood Lead Poisoning Prevention/Healthy Homes Program, through new funding, will continue to offer critical health protections by providing free and low-cost lead paint identification and remediation, as well as minor home repairs in low-income households with young children, thereby reducing the risk of lead exposure and improving the health of Kansas City residents; and
WHEREAS, this program is expected to remediate 170 homes and provide lead abatement and safety training to 100 low-income residents, directly enhancing the health and safety of children and families in Kansas City by addressing the root cause of lead poisoning and preventing future harm; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That a contract between the City of Kansas City, Missouri, acting through its Director of Health, and the U.S. Department of Housing and Urban Development, whereby the U.S. Department of Housing and Urban Development will provide funding to identify and remediate lead paint hazards in homes of low-income families with children, for the period beginning December 15, 2024 through December 15, 2028, for an amount not to exceed $6,419,475.00, is hereby accepted and approved. A copy of the agreement, in substantial form, is on file with the Director of Health.
Section 2. That revenue in the following account of the Health Grants Fund is hereby estimated in the following amount:

Section 3. That $6,419,475.00 is hereby appropriated from the Unappropriated Fund Balance of the HUD Lead-Based Paint Grant Fund:
25-2750-505011-A-G50218728 HUD Lead Hazard Prevention 28 $1,340,976.00
25-2750-505011-B-G50218728 HUD Lead Hazard Prevention 28 5,025,499.00
25-2750-505011-C-G50218728 HUD Lead Hazard Prevention 28 53,000.00
TOTAL $6,419,475.00
Section 4. That the Director of Health is designated as requisitioning authority for Account No. 25-2750-505011-G50218728 and is hereby authorized to expend the sum of $6,419,475.00 from funds previously appropriated in the account to fund the agreement.
Section 5. That this ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter in that it appropriates money and shall take effect in accordance with that section.
