Recognizing and honoring the Kansas City Police Department Crisis Negotiation Team for their competition and victory in the 13th annual Missouri Association Crisis Negotiation Challenge, in Columbia, Missouri.

WHEREAS, on May 30, 2024, the KCPD Crisis Negotiation Team competed in the 13th annual Missouri Association Crisis Negotiation Challenge. Nine teams, including Missouri Highway Patrol and various localities from across the state, traveled to compete.  The competition has a scenario, judges who grade the teams, and role players and facilitators who manage the role players and the intel information.  The competition is complex and a great training tool for Crisis Negotiation teams; and

WHEREAS, the scenario for this challenge was very difficult.  In the past, teams would negotiate with one or two subjects during the challenge.  This scenario consisted of nine different role players with various demands and personalities.  Each team would negotiate with nine different role players over the phone, which usually lasted thirty minutes to an hour per role player; and

WHEREAS, some negotiations resulted in a peaceful surrender, while others resulted in the role player hanging up on the Negotiator, refusing to answer the phone when called back, and refusing to surrender.  Some of the conversations were calm and others were highly aggressive, with threats and demands.  Each role player had different reasons for barricading within the area.  Some had children, some did not, some had weapons and some did not; and

WHEREAS, each team is graded on various categories. Intel development, threat assessments, rapport with subjects, identification of subjects, teamwork, leadership by the team leader, peaceful surrenders, and upkeep of intel information. The teams are scored one through ten on each area and the average score is fifty to sixty points.  The Kansas City Police Department Crisis Negotiation Team won the competition with a total score of ninety points and received ten points for various categories.  No other teams achieved a ten in any category; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the Mayor and Council hereby recognize and honor the Kansas City Police Department Crisis Negotiation Team for their competition and victory in the 13th annual Missouri Association Crisis Negotiation Challenge, in Columbia, Missouri; and

BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be presented to Sgt. Vern Huth, Officer Doaa El-Ashkar, Officer Megan Gates, Det. Alyssa Stuedle, Officer Mark Canovi, Officer Ty Williams, Sgt. Jamie McAdams, Officer Rita Olson-Stawicki, and Officer Stephan Sell with the thanks of the Mayor, Council, and citizens for the dedication and service that law enforcement gives our community.
