Directing the City Manager to request from the Missouri Highways and Transportation Commission (MHTC) the relinquishment of a section of N. Platte Purchase and ancillary property interests to the City for the purpose of improving North Platte Purchase; and authorizing the Director of Public Works to enter into a Road Relinquishment Agreement with MHTC transferring ownership and maintenance of the same from MHTC to the City.

WHEREAS, MHTC owns and operates N. Platte Purchase which serves the residents of the northern Kansas City metropolitan area from N. 88th Street to N.W. Tiffany Road, including the interchange and bridge over Missouri Route 152; and
WHEREAS, Kansas City desires to make improvements to North Platte Purchase including improving traffic signals, roadway, drainage structures, sidewalks, streetlights, a trail under North Platte Purchase, and the bridge over Route 152; and
WHEREAS, relinquishment of the ownership and maintenance of a portion of North Platte Purchase to the City from MHTC will assist in making the improvements to North Platte Purchase, NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Manager is hereby directed to request from MHTC the relinquishment of a section of North Platte Purchase and ancillary property interests to the City for the purpose of improving North Platte Purchase.
Section 2. That the Director of Public Works is authorized to enter into a Road Relinquishment Agreement for the purpose of transferring ownership and maintenance of a certain portion of North Platte Purchase - and ancillary property interests - from MHTC to the City. A copy of the agreement shall be on file in the Public Works Director's Office.
Section 3. That the Director of Public Works shall endeavor to negotiate an agreement with the MHTC within thirty days of the passage of this ordinance for MHTC to retain its ownership of this certain portion of N. Platte Purchase Drive. and allow the ¾ interchange to access Projects No. 7 and No. 8 from N. Platte Purchase Drive. If this negotiation is unsuccessful, then the City will proceed with the Road Relinquishment Agreement.
