RESOLUTION - Directing the City Manager to evaluate and develop a comprehensive assessment of the needs of the Kansas City trans community, identify a funding source, and recommend to council a path to effectuate implementation within 180 days of passage.

WHEREAS, the City of Kansas City is dedicated to creating a welcoming, inclusive, and empowering community for all individuals; and

 

WHEREAS, on May 11, 2023, the Kansas City Council passed Resolution No. 230385, declaring the City as a “safe haven” for access to gender-affirming care for members of the trans community; and

 

WHEREAS, the City Council acknowledges that more steps are necessary to ensure the trans community receives adequate resources and support, and commits to implementing services where gaps are identified; and

 

WHEREAS, the City of Kansas City desires to provide the necessary and life-saving resources to our trans citizens; and

 

WHEREAS, the City Council is committed to creating a more comprehensive plan to support the trans community with the necessary resources by Fiscal Year 2026; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is directed to evaluate and develop a comprehensive assessment of the needs of the Kansas City trans community. Such assessment will identify appropriate focus areas of research, educational opportunities, and direct support service needs, including:

 

1.                      identifying potential local service providers and recommending funding allocations to implement immediate support services;

 

2.                      making recommendations on outreach to solicit input and feedback from the local trans community to inform policy changes that improve accessibility and inclusivity for our trans community;

 

3.                      evaluating research gaps, including but not limited to research pertaining to trans healthcare, housing, safety, trans employment opportunities, trans City employment opportunities, and City trans-inclusive employee trainings;

 

4.                      compiling recommendations to support data gathering and analysis to better identify and predict service needs of the trans community; and

 

5.                      providing recommendations of future appropriation amounts and potential funding sources to effectively implement the comprehensive assessment findings.

 

Section 2. That, prior to conducting the comprehensive assessment outlined in Section 1, the City Manager is directed to engage the trans community and the LGBTQ Commission within 30 days of the passage of this Resolution and seek their guidance and recommendations on the assessment process. Furthermore, the City Manager shall consult the trans community and the LGBTQ Commission throughout the assessment process.

 

Section 3. That the City Manager is directed to submit the comprehensive assessment to the Council within 180 days of the passage of this Resolution.
