Authorizing the Manager of Procurement Services to exceed the $400,000.00 contract threshold and execute a three-year term and supply contract for Refuse, Recycling and Collection Services for City Facilities (EV4435) with GFL DBA WCA Waste Corp of Missouri; and authorizing the Manager of Procurement Services to amend and extend the contract.

WHEREAS the Public Works Department will provide Refuse, Recycling and Collection Service for various City Departments from buildings and such other stations as specified herein, this service shall include furnishing all labor equipment, tools, materials, and transportation necessary including but not limited to containers, bins, compactors or other receptacles used for the deposit of trash and recycling; and
WHEREAS the proposed contract with GFL DBA WCA Waste Corp of Missouri is anticipated to expend an average of $800,000.00 annually; and
WHEREAS, pursuant to Code of Ordinances Section 3-41, the City Council must authorize contracts in excess of $400,000.00 for services; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the Manager of Procurement Services is hereby authorized to enter into a three-year term and supply contract for Refuse, Recycling and Collection Services for City Facilities (EV4435) and to exceed the $400,000.00 contract threshold with GFL DBA WCA Waste Corp of Missouri, from previously appropriated funds in 7140-892315-B.
Section 2. That the Manager of Procurement Services is hereby authorized to amend the contract and exercise the City’s three one-year renewals without additional council authorization.

The City has no financial obligation under both this Ordinance and Contract until the Manager of Procurement Services issues a purchase order which shall be signed by the City’s Director of Finance certifying there is a balance, otherwise unencumbered, to the credit of the appropriation to which the expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment will be made, each sufficient to meet the obligated incurred in the purchase order.
