Accepting funds allocated by the United States Conference of Mayors for the Dollar Wise Innovation Grant, in the amount of $10,000.00, to support data collection and reporting of access to capital program participants; authorizing agreement with the United States Conference of Mayors to govern administration of such grant; estimating revenue and appropriating $10,000.00 in the General Grants Fund; designating requisitioning authority; recognizing this ordinance as having an accelerated effective date; and directing the Neighborhood Services Department to report to Council six months after the passage of this ordinance.

WHEREAS, the City of Kansas City, Missouri is committed to encouraging diverse small businesses’ access to capital programs; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the Director of Neighborhood Services is authorized to accept a $10,000.00 Dollar Wise Innovation Grant from the United States Conference of Mayors for implementation of the small business and entrepreneurial support organization grant and loan program identified in Ordinance No. 221031.
Section 2. That the Director of Neighborhood Services is authorized to execute, on behalf of the City, a grant agreement with the United States Conference of Mayors to govern the administration of the grant. A copy of the grant agreement is on file with the Director of the Neighborhood Services Department.
Section 3. That the revenue in the following account of the General Grants Fund is hereby estimated in the following amount:
23-2580-570001-480452-G57DOLLARWISE Dollar Wise $10,000.00
Section 4. That $10,000.00 is appropriated from the Unappropriated Fund Balance of the General Grants Fund to the following account:
23-2580-575012-B-G57DOLLARWISE Dollar Wise $10,000.00
Section 5. That the Director of Neighborhood Services is hereby designated as requisitioning authority for Account No. 23-2580-575012-B-G57DOLLARWISE.
Section 6. That this ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(D) of the City Charter and shall take effect in accordance with Section 503, City Charter.
Section 7. That, six months after the passage of this ordinance, the Director of Neighborhood Services or their designee is directed to report to Council concerning research findings pursuant to the above grant, the status of City’s performance of grant obligations, and any policy recommendations for small businesses that may be drawn from knowledge gained as a result of this grant.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
