Amending Committee Substitute for Ordinance No. 260447, As Amended, by repealing and replacing Section 3 and enacting in its place a new Section 3 for the purpose of expanding the districts and areas permitted to operate until 5:00 a.m. with prior submittal of a security plan to the City and Kansas City Police Department by June 1, 2026.

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section A. That Committee Substitute for Ordinance No. 260447, As Amended, is amended by repealing Section 3 and enacting a new Section 3 in lieu thereof to read as follows:
Section 3. License holders operating pursuant to Section 1 and who are located in the following districts and areas are permitted to operate until 5:00 a.m. with a prior submittal of a security plan to the City and Kansas City Police Department as provided under Section 4:
(a) Central Business District as defined in Section 10-134, Code of Ordinances, with an extended western boundary of State Line Road and an extended southern boundary of the Kansas City Terminal Railway Tracks;
(b) Country Club Plaza as defined in Section 88-810-395, Code of Ordinances;
(c) Crossroads Area as defined in Section 88-810-400, Code of Ordinances; and
(d) Westport Area as defined in Section 88-810-2290, Code of Ordinances, with an extended western boundary of Clark Avenue and an extended northern boundary of 39th Street; and
(e) Zona Rosa-Barry Road Corridor boundary shall be defined as beginning at the intersection of North Congress Avenue and MO-152 Highway; extending east on MO-152 Highway to the intersection with N. Ambassador Drive; thence extending south along an extension of N. Ambassador Drive to its intersection with N. Barry Road; thence east along N. Barry Road to the intersection with N. St. Clair Avenue; thence south along N. St. Clair Avenue to N.W. 79th Street; thence west along N.W. 79th Street to N. Montclair Avenue and its intersection with N.W. Roanridge Road; thence south of N.W. Roanridge Road until it insects with the Kansas City, Missouri city limits; thence west along the Kansas City, Missouri city limits until it intersects with N.W. Prairie View Road; thence north along N.W. Prairie View Road to N.W. 80th Street; thence west along N.W. 80th Street to N. Stoddard Avenue; thence continuing north along N. Stoddard Avenue to N. Barry Road; thence west along N. Barry Road to N. Congress Avenue; and thence north along N. Congress Avenue to its intersection with N.W. 152 Highway, the point of beginning.
Section B. That all other sections and conditions of Ordinance No. 260447 not repealed shall remain in full force and effect.
