COMMITTEE SUBSTITUTE

RESOLUTION - Approving grant awardees of the “Kansas City Outdoor Dining Enhancement Grant Program” to support the expansion of outdoor dining spaces in Kansas City through grants to small businesses.

WHEREAS, the City of Kansas City, recognizes the importance of a vibrant and resilient restaurant industry; and

WHEREAS, outdoor dining spaces have proven to be a popular and effective way for restaurants to attract customers; and

WHEREAS, the City approved creation of the “Kansas City Outdoor Dining Enhancement Grant Program” via Ordinance No. 240441 on May 16, 2024, from funds previously appropriated in Account No. 25-2360-631000-B; and

WHEREAS, the KC BizCare office was called upon to create, administer and manage an application process that included three (3) phases of evaluations in order to select eligible restaurants to be scored by a Selection Committee; and

WHEREAS, the 3 phases of the application review process for this grant consisted of Administrative Review, Technical Review and Selection Committee scoring. Each phase was implemented to ensure all applications were complete and thorough and adhered to the City’s Public Works Street and Sidewalk Café permitting process; and

WHEREAS, all applications were sent to the Public Works team for review of the nature of the design plans provided and to assist any and all applicants with obtaining the proper permit(s) required for a Street Café, Sidewalk Café or Parklet; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the following restaurants and eateries are hereby awarded the listed funding amounts from the “Kansas City Outdoor Dining Enhancement Grant Program” (“Program”) totaling $200,000.00.

•                     Cafe Ollama LLC - $10,000.00

•                     Buffalo State Pizza Co - $10,000.00

•                     PH Coffee - $9,000.00

•                     Browne’s Irish Marketplace - $8,000.00

•                     Novel Restaurant - $11,000.00

•                     Grand Street Café - $6,000.00

•                     Lulu’s Thai Noodle Shop - $6,000.00

•                     Double Tap KC - $6,000.00

•                     The Brick - $8,000.00

•                     Kobi Q - $12,000.00

•                     Vye Cocktail Lounge - $15,000.00

•                     Grinders - $6,000.00

•                     Tacos El Gallo - $13,000.00

•                     Blip Roasters - $6,000.00

Section 2. The City Manager is hereby directed to identify additional funding available to support awards to first-round Program applicants who submitted interest forms in FY24-25, and to identify additional funding in the FY25-26 Proposed Budget to continue the Program.
