WHEREAS, the City sought to provide non-profit operating and capacity building assistance, as well as supportive housing services, including homeless prevention and housing counseling, capacity building, eligible operating costs, and administration; and

 

WHEREAS, on April 30, 2024, the City, through the General Services Department, and Procurement Services Division on behalf of the Housing and Community Development Department, requested proposals to provide a non-congregate, low-barrier shelter facility to assist unsheltered families and individuals within our community for qualified populations associated with the HOME ARP Allocation Plan as approved by the Department of Housing and Urban Development (HUD); and

 

WHEREAS, on July 22, 2024, the evaluation committee recommended the proposal of Hope Faith Ministries, Inc., dba Hope Faith-Homeless Assistance Campus and Care Beyond The Boulevard pursuant to an RFP; and

 

WHEREAS, the Council desires to include reStart, Inc. in contract negotiations; and

 

WHEREAS, any negotiations and/or executed contract shall include 1) renovation of an existing homeless serving space so that portion of the building can be used as non-congregate, low-barrier shelter; 2) 24/7 operation of the shelter with case management/services; and 3) capacity expansion through a jobs program for homeless individuals and the addition of a fundraising professional for sustainability; and

 

WHEREAS, the Council desires that the City Manager begin exploring the use of other  reprogrammed HUD dollars for construction or improvement of low-barrier shelters; and

 

WHEREAS, the Council desires community engagement activities throughout the process; and

                     

WHEREAS, Zero KC is Kansas City's strategic plan to end homelessness and is executed through the Office of Unhoused Solutions (OUS); and

 

WHEREAS, when implementing Zero KC, it is critical to consider neighborhood cohesion when building or expanding low-barrier shelters; and

 

WHEREAS, various site enhancements within 1000 feet of any such shelter will assist in neighborhood cohesion and satisfaction; and

 

WHEREAS, leftover ARP funds have been transferred to the General Fund with certain similar activities in mind; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is hereby authorized to engage in contract negotiations with Hope Faith-Homeless Assistance Campus and reStart, Inc. to provide non-congregate, low-barrier shelter facilities, and Care Beyond The Boulevard for ancillary services, to assist unsheltered families and individuals using previously-appropriated HOME ARP funds under an RFP in the following accounts:

Section 2.  That the maximum contract of $7,137,610.00 includes modification of the existing facility to expand services, operations, case management, and capacity expansion through a jobs program for homeless individuals, the addition of a fundraising professional for sustainability and ancillary services.

 

Section 3. Reducing the following appropriation in the General Fund by the following amount:

Section 4. That the sum of $500,000.00 is hereby appropriated from the Unappropriated Fund Balance of the General Fund to the following account:

Section 5.  That the Director of Housing and Community Development is hereby designated as requisitioning authority for Account No. 25-1000-555308-B. 

 

Section 6.  That the Director of Housing and Community Development is hereby authorized to expend the sum of $500,000 to enhance the area that is within 1000 feet of the low-barrier facility from the funds appropriated in Section 3 of this ordinance.

 

Section 7.  That the City Manager is hereby directed to explore the possibility of using reprogrammed HUD dollars to enhance the projects of this ordinance.
