Establishing Fund No. 3448, the Special Obligation Series 2023B City Projects Fund in the records of the City of Kansas City and the Kansas City Police Department; estimating revenues in the amount of $19,072,000.00 in Fund No. 3448, the Special Obligation Series 2023B City Projects Fund and appropriating the same; designating requisitioning authorities; authorizing the Director of Finance to close project accounts upon completion; and authorizing the City Manager to execute an Agreement with the BOPC to outline the framework under which the financing for certain radio system equipment can be implemented between the City and Kansas City Board of Police Commissioners.

WHEREAS, KCPD's officers use portable (hand-held) and mobile (in vehicle) two-way radios to communicate with each other and with Dispatch personnel; and

WHEREAS, KCPD's current two-way radio system is near the end of its useful life; and

WHEREAS, the current equipment is no longer being serviced by the manufacturer, and replacement parts (including batteries) are no longer available; and

WHEREAS, KCPD represents that the new Computer Aided Dispatch System will allow KCPD to improve response time to 911 Callers, and get more accurate information about critical incidents; and

WHEREAS, to minimize the acquisition cost, the radios and new Computer Aided Dispatch System will be purchased through a regional buying cooperative established by the Mid-America Regional Council and known as the Kansas City Regional Purchasing Cooperative; and

WHEREAS, the acquisition cost of radios and the new Computer-Aided Dispatch System is expected to be a not to exceed amount of $19,071,066.71; and
