WHEREAS, Ordinance Nos. 120924 and 140182 directed the City Manager to cause specific projects to be submitted to the Mid-America Regional Council (MARC) as applications for federal Transportation Alternatives Program (TAP) funding; and

WHEREAS, the City received $1,350,000.00 of TAP funding for construction of the Route 152 Trail from North Anglia to Maplewoods Parkwasy, known as Route 152 Trail Segment 12 with a Federal Project Number of TAP-3324(412); and

WHEREAS, the project is within both Council Districts 1 and 2 and both Council Districts have provided matching funds from in-district PIAC funds; and

WHEREAS, the completion of this segment of trail will connect from recently completed bicycle and pedestrian improvements along North Woodland/Maplewoods Parkway to the redevelopment at Metro North Crossing and will connect multiple neighborhoods to commercial and employment areas providing a carbon free multi-modal transportation option in an area lacking transit and multi-modal transportation options; and

WHEREAS, construction award has been approved through the MoDOT Local Public Agency federal processes and the project includes a restriction that all tree clearing must be done by April 1st and the accelerated effective date will allow that clearing to occur before then to eliminate any impacts to endangered and threatened bat species; NOW, THEREFORE,
