Accepting and approving a $2,250,000.00 grant award agreement from the U.S. Department of Housing & Urban Development, Housing Opportunities for Persons with AIDS Program for the Housing as an Intervention to Fight AIDS Model; estimating and appropriating $2,048,826.00 in the Health Grants Fund; designating requisitioning authority; authorizing the Director of Health to execute two 3-year sole source contracts with SAVE, Inc. and reStart, Inc., in the amounts of $1,520,322.00 and $450,207.00, respectively, for housing assistance services in the Kansas City area; and authorizing the Director of Health to extend the term of the contracts or increase the total contract dollar amounts upon need and appropriation without further Council approval.

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That a grant award, in the amount of $2,250,000.00 between the City of Kansas City, Missouri, acting through its Director of Health, and the U.S. Department of Housing & Urban Development, Housing Opportunities for Persons with AIDS Program (HUD), whereby HUD will provide funding to support the Health Department's Housing as an Intervention to Fight AIDS Model within Kansas City, Missouri, for the period beginning July 1, 2022 through June 30, 2025, for a total amount not to exceed $2,250,000.00, is hereby accepted and approved. A copy of the grant award agreement, in substantial form, is on file with the Director of Health.

Section 2. That revenue in the following account of the Health Grants Fund is hereby estimated in the following amount:

23-2740-500001-479920-G50508025 HOPWA HIFA $2,048,826.00

Section 3. That the sum of $2,048,826.00 is hereby appropriated from the Unappropriated Fund Balance of the Health Grants Fund in the following accounts:

23-2740-505080-B-G50508025 HOPWA HIFA 1,974,528.00
