RESOLUTION - Directing the City Manager to submit projects identified in this Resolution as applications for FY 2023 Planning Sustainable Places Program (PSP) funding to the Mid-America Regional Council (MARC).

WHEREAS, MARC, in its role as metropolitan planning organization (MPO) for Greater Kansas City, is soliciting project proposals for FY 2023 Planning Sustainable Places (PSP); and

 

WHEREAS, the PSP program is eligible to fund planning projects that help advance sustainable transportation-focused planning projects that include integrating intermodal transportation options, redevelopment and sustainable land-use patterns, social equity and environmental stewardship; and

 

WHEREAS, MARC’s Connected KC 2050, the region's long-range transportation plan, supports this regional vision by envisioning and setting goals for a safe, balanced, regional multimodal transportation system that is coordinated with land-use planning, supports equitable access to opportunities, and protects the environment; and

 

WHEREAS, Project proposals submitted for consideration will be evaluated based on how closely they align with the policy goals of the plan; and

 

WHEREAS, the PSP program is limited to a maximum 80% federal share and requires a local cash match of at least 20%; and

 

WHEREAS, MARC anticipates funding targets for the Missouri side of the region in FFY 2023 for PSP at $800,000.00, with project applications due by June 17th, 2022; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is directed to submit the following projects to MARC’s Planning Sustainable Places (PSP) Program upon confirmation of local match funding:

 

1.                     Burlington Complete Streets Phase 4 (District 4) - Bike/Pedestrian study to connect North Kansas City's Burlington Corridor and the Platte County Trail system in KCMO and Riverside. 

 

2.                     Vine Street with Greenline Connector (District 3) - Vine/Lynn/Woodland Streets between 19th and 31st Streets, and connections between Blues Park, Troost Lake Park and Spring Valley Lake Park. 

 

3.                     Greenline Southern Leg (District 4) - Downtown Loop Trail Study connecting Crossroads District and 18th & Vine and from Wyandotte Street to Paseo Boulevard.

 

4.                     Southwest Boulevard Corridor Study (District 4) - Pedestrian, bike, and traffic corridor improvements in support of place-making for this unique cultural district. 

 

5.                     Vision Zero (District 3) - Emanuel Cleaver Blvd Vision Zero and Complete Streets study.

 

6.                     Vision Zero (Citywide) - Multimodal Transportation 10-year action/priority plan.

 

Section 2. That the list of projects to be submitted to the Planning Sustainable Places (PSP) Program by other jurisdictions or agencies in partnership with the City of Kansas City, Missouri, is as follows:

 

1.                     Lydia Ave RR Crossing Grade Separation (Port KC) - Eliminates an at-grade-crossing at Lydia Avenue providing improved safe access to the Berkley Riverfront Park. 

 

2.                     Broadway 31st to 43rd (District 4) - Streetscaping project and traffic calming plan.
